Project Manager, Gender & GBV, LAC

POSITION SUMMARY:

HIAS seeks a Project Manager, Gender & GBV, LAC to provide overall coordination and technical support for the regional PRM GBV program in Latin America and the Caribbean. Responding to ever-growing complexity of the displacement and humanitarian context in LAC requires robust quality interventions and coordination to meet the needs of diverse migrant and refugee populations. HIAS is implementing GBV programming in multiple countries across two regions and seeks to continue to design interventions using an intersectional framework to reduce risk, respond to GBV and invest in longer term prevention work. The LAC region is home to vibrant feminist networks and long-standing efforts to address gender inequality and violence against women and girls, and HIAS programming is meant to support rather than replace those efforts.

Under the overall leadership and coordination of the Senior Technical Advisor, Gender & GBV, LAC, the successful candidate will be responsible for the coordination and technical support related to Regional GBV PRM program planning, implementation and monitoring and evaluation, and will work in close coordination with country office staff, country office GBV program coordinators, field coordinators and M&E teams.

Note, this is a full-time, temporary position that ends on December 15, 2022. This is a remote position in Latin America. The role can be based in Colombia, Ecuador, Panama or Peru, with a preference for Panama or Colombia.

ESSENTIAL FUNCTIONS:

  • Coordinates of the regional program for the prevention of gender-based violence funded by PRM.
  • Manages results and quality control of the actions planned within the framework of the regional project and its programmatic articulation with the impact area of mitigation, response and prevention of GBV at HIAS.
  • Ensures the development and follow-up of implementation plans at the regional level, workshop plans, publication plans defined in the program strategy and agreed with the country offices and with the technical team of GBV coordinators assigned to the program.
  • In coordination with the Deputy Regional Director, LAC and the Senior Technical Advisor, Gender & GBV, LAC, supervises the technical team of support professionals assigned to the GBV regional program and the work of the consultants, and ensures the correct implementation of the agreed work plans.
  • Supports the preparation and follow-up of the implementation of national agreements or agreements required for the execution of activities, and coordinates the preparation of the terms of reference for consultancies and processes contracts and procurement of goods and services in coordination with the regional team.
  • Follows-up financially and ensures that the commitments made in the budget are met within the framework of the execution periods agreed with the donor, generating alerts for the country and regional officers when necessary.
  • Identifies the risks that could affect the achievement of the results of the program and supports the country offices in the definition and implementation of mitigation strategies.
  • Accompanies and coordinates with the country office GBV program coordinators in the execution countries, the program implementation plans and actions and the execution of resources framed in the regional strategy of the program.
  • Carries out financial follow-up and ensures that the commitments made in the budget are fulfilled within the framework of the execution periods agreed with the donor, generating alerts for the country and regional officers when necessary.
  • Establishes and maintains technical dialogue with counterparts for the definition of intervention strategies and key actions.
  • Prepares the required programmatic and financial reports by result with the support of monitoring & evaluation, finance and regional staff, and in close coordination with the Program Officer, LAC.
  • Participates in project committees to coordinate with other areas the supervision of funds from each donor.
  • Ensures the visibility of donors in events and communication products.
  • Prepares inputs in relation to the outcome of the gender and GBV area at the request of the Senior Technical Advisor, Gender & GBV, LAC.
  • Participates in planning processes and other internal and external coordination spaces.
  • Participates in intersectoral mechanisms and relevant spaces related to their function.

QUALIFICATIONS & REQUIREMENTS:

  • Graduate degree in Public Health, Social Work or a related field required.
  • 4-6 years of experience supporting survivors of violence in a humanitarian setting, preferably in LAC.
  • Fluency in Spanish and English required.
  • Must possess work authorization or reside in Panama, Peru, Ecuador or Colombia.
  • Demonstrated understanding of feminist and public health approaches to prevention and response to violence against women and girls.
  • Demonstrated experience with minimum standards for risk reduction and survivor response; preferably will understand primary prevention.
  • Demonstrated experience in implementation of multi-sectoral response to GBV.
  • Demonstrate experience in multi-country programs coordination, as well as monitoring and evaluation.
  • Experience in implementation, monitoring and closure of projects, preferably with/for the international cooperation agencies.
  • Demonstrated experience applying IASC gender-based violence guidelines.
  • Demonstrated ability to train staff and implement with partners on gender and GBV, including excellent communication and presentation skills.
  • Collaborative, flexible team player with a sense of humor and the ability to think critically about solutions to gaps in economic inclusion programming.
  • Excellent interpersonal, written and oral communication skills, including the ability to regularly communicate with, motivate and support field-based staff as well as effectively communicate key program achievements and operational challenges.
  • Excellent organizational and problem-solving skills required.
  • Ability to travel up to up to 35% for the first year of the position.
