Strategic Plan Development Consultant

Department: International Programs
Location: Remote, RM


HIAS’ International Programs department, which oversees 13 country offices (“CO”) is seeking a Strategic Plan Development Consultant to draft and edit for each CO a 2-year approximately 10-page Strategic Plan, which will reflect the priorities and frameworks set out in the recently developed International Programs Strategic Plan (covering 2022-23). Reporting to the Vice President, International Programs, the consultant will synthesize responses from an already developed strategic plan questionnaire completed by COs and input this information into a strategic plan template. The consultant will then conduct a document review and facilitate discussions with key stakeholders to further edit/refine each CO Strategic Plan. 

International Programs (IP) recently finalized an overarching IP Strategic Plan for 2022-23 that aligns with 5-year goals across the organization and reflects both regional and country-level priorities. A CO Strategic Plan process was started in 2020 and a preliminary pilot was conducted in Costa Rica. Due to the outbreak of COIVD-19, this process was halted. To effectively re-launch this process, IP is seeking a consultant to edit content developed by COs, ensuring consistency of language across all CO Strategic Plans. Content will be input into a developed template. The Strategic Plans will primarily be outward-facing documents, outlining HIAS values and goals, the displacement context in each country where HIAS is present, and CO strategic priorities as they relate to programs, locations, populations of concern, advocacy, diversification of funding and communications. 

Note, this is a remote engagement that begins ASAP and ends on January 31, 2022. 


  • Based on input provided, develops a first, second and final draft of 13 Country Office Strategic Plans, including sections focused on: 

    • Context for Refugees & Vulnerable Migrants 
    • Programs 

    • Coordination 

    • Operational Support for Programs 

    • Donor & Development Strategy

    • Communications, Policy & Advocacy 

  • Here is the suggested timeframe for completion of the project deliverables: 

    • Early November: Receipt of questionnaire responses from Cos for use as substantive basis for CO Strategic Plans. 

    • Mid November: First draft of CO Strategic Plan completed and sent to COs for input. 

    • Early December: Second draft of CO Strategic Plans with CO input integrated shared with HQ stakeholders for input. 

    • Mid December: Final draft of CO Strategic Plans with HQ input integrated. 

    • Mid January: CO Strategic Plans finalized and ready for external roll-out at CO level. 


  • Undergraduate degree required; graduate degree preferred. 

  • Professional experience with strategic planning. 

  • Understanding of international displacement issues, humanitarian assistance and/or refugee programming. 

  • Excellent verbal and written communication skills, with proven track-record of editing social science content. 

  • High level of organization and attention to detail. 

  • Excellent interpersonal and listening skills. 

  • Ability to work in a cross-cultural, geographically dispersed team environment.
