Accommodation and Shelter Program Specialist (Poland)

The Accommodation and Shelter Program Specialist will ensure the proper and quality implementation of the Emergency Accommodation Program provided by HIAS in Poland through the Airbnb scheme and other potential donors including technical support for the cash-for-accommodation component.


  • Maintain contact with organizations and institutions in Poland that strengthen and support in the implementation of the programs included in the accommodation/shelter portfolio.
  • Assume the role of focal point for all shelter/accommodation (or emergency response) issues in Poland.
  • Socialize the housing program with its steps, objectives and criteria during bilateral meetings with relevant organizations and key stakeholders.
  • Receive referrals from entities or organizations for shelter support, providing an appropriate response and following up on them.
  • Carry out programmatic accompaniment of protection and shelter assistance in Poland, mainly for family contact and logistical processes.
  • Conduct joint assessments of referred cases and make decisions on whether or not to provide accommodation according to established criteria.
  • Oversee and monitoring contact with Airbnb hosts to search for the required accommodation and the booking of accommodation through the Airbnb platform.
  • Oversee the organization of filing of all family information, including payments, bookings and tracking of arrival and departure dates.
  • Produce a financial report on monthly accommodation expenses.
  • Carry out sporadic visits to shelters and/or other accommodations as needed (mainly for monitoring activities or to attend to emergencies or incidents that may occur).
  • Participate in any shelter related coordination meetings and activities, such as Shelter Working Group/Rental & Occupancy free of charge TWG, and contribute to the required coordination reporting or contributions.
  • Provide shelter technical advice and guidance to other HIAS departments and projects, such as cash for accommodation, where needed.
  • Support partners from a technical perspective on Airbnb/shelter topics to ensure a timely and qualitative implementation.
  • Prepare donor reporting and communication material as requested by donors and the HQ office about the program portfolio in the related area.


  • Profession in architecture, social work related to housing, engineering, real estate, or related areas with knowledge of legal housing regulations in Poland.
  • Minimum of 3 years experience working in the housing sector, either in humanitarian contexts or the private sector.
  • Experience working in the humanitarian, migration and/or internal displacement sectors is a plus.
  • Knowledge of international standards for shelter/accommodation in emergencies (IASC/Core Humanitarian Standards/Sphere standards). 
  • Knowledge of Microsoft Office.
  • Polish and intermediate English required. Ukrainian a strong added value.
