Monitoring and Evaluation Officer

Department: HIAS Guyana
Location: Remote, LAC

HIAS Aruba and Guyana seeks a Monitoring and Evaluation (M&E) officer to provide technical guidance and support to our programs. The M&E Officer will maintain and refine systems to monitor and evaluation the effectiveness, strategic alignment, cost and overall impact of HIAS’ refugee assistance programs in Aruba and Guyana.
Position is open for persons living in Aruba or Guyana, but remote applicants are also welcomed to apply.
M&E officer position description: s/he reports to the Program Coordinator/Manager, and coordinates with the Regional Monitoring and Evaluation Officer to ensure that HIAS Aruba and HIAS Guyana is aligned to organization-wide monitoring and evaluation policies, systems, and tools for evidence generation in the region. S/he is responsible for information collection, analysis, and reporting processes In HIAS Aruba and HIAS Guyana, and works with all program staff to ensure data quality. S/he leads the results reporting for boths Country Offfice.
Essential functions:
Monitoring and Evaluation
• Supports the continued improvement of key M&E standards, processes, and systems/tools.
• Supports program design and development of objectives and indicators.
• Drafts and maintains up-to-date M&E plans and frameworks and M&E sections of project work plans/operating plans.
• Maintains strong monitoring systems.
• Coordinates with all program staff to collect, aggregate, and verify programmatic data, and supports Regional M&E Officer in ensuring robust, standardized data collection and analysis for the region.
• Supports assessment and evaluation activities, including TOR development, evaluator recruitment, and oversight of external evaluation timelines and deliverables.
• Maintains awareness of best practices and policies for M&E and assists in training programmatic staff in these practices as needed.
• Supports other M&E functions, as delegated.
Data Management and Results Reporting
• Tracks, analyses, and regularly reports on program indicators, progress against targets, program successes, and lessons learned.
• Performs basic and intermediate quantitative analysis, including descriptive statistics, developing baseline assessments, and tracking progress against baselines.
• Develops and produces charts, graphs, infographics, and other visualizations for program activities and accomplishments.
• Conducts data checks to ensure data quality related to analysis and research.
• Ensure weekly, monthly, and quarterly reports and trackers are analyzed, compiled, and submitted timely to the Program Coordinator/Manager.
Accountability to Affected Populations
• Serves as accountability to affected populations (AAP) focal point.
• Establishes and maintains beneficiary feedback mechanisms; supports accountable response to all beneficiary feedback.
• Ensures that feedback mechanisms are inclusive, accessible, and appropriate for the beneficiary population.
• In coordination with Regional M&E Officer, trains staff on best practices for AAP.
• A minimum of two to five (2-5) years of work experience and experience in M&E preferred.
• Ability to manage, track and report on program data; proficiency with Excel in tracking and analysing data.
• Experience in use of data management systems, statistical software, and/or data visualization platforms preferred.
• Strong writing and communication skills, including familiarity with writing funder reports, SOPs, and other program management documents.
• Ability to work independently in a fast-paced environment and meet strict deadlines.
• Excellent critical thinking skills; ability to multi-task.
• Strong motivation to humanitarian work, service-oriented mindset and sense of accountability
• Fluency in English, Spanish is required (written and oral), Papiamento and Dutch are an advantage
• Ability to uphold the highest level of integrity and confidentiality
• Excellent computer skills; Proficiency in Microsoft office suite (Word, PowerPoint, Excel, Outlook)
• Excellent organizational and problem-solving skills
• Must be a team player and able to work with a range of diverse, vulnerable populations
