MHPSS Intervention Adaptation and Implementation Consultant

Position Summary:

HIAS has a long history of providing legal and humanitarian assistance to forcibly displaced persons, refugees, and asylum seekers in Ukraine since 2001. HIAS is a member of the Ukraine Protection Consortium, with the objective of preventing and responding to protection issues, improving the well-being and resilience of conflict-affected communities, and strengthening the safe environment for forcibly displaced people in Ukraine through an Integrated Multi-sector response. As part of an integrated multi-sector response approach, PSS intervention within protection aims to improve the availability of appropriate PSS care for conflict-affected individuals and communities and to strengthen protective environments.

HIAS is looking for an emergency MHPSS Intervention Adaptation and Implementation Consultant to help with MHPSS intervention resource adaptation and implementation. The consultant will work on the adaptation and implementation of MHPSS intervention tools and resources, such as PFA, Doing What Matters in Times of Stress, and Self-Help Plus (SH+), as well as provide training on the implementation of the PSS interventions to staff members at HIAS and R2P. The consultant will collaborate closely with the Director of Resilience and the MHPSS Coordinator for Ukraine Response to adapt and deliver MHPSS interventions training to HIAS and R2P staff in Ukraine.


Key deliverables:

       The MHPSS Intervention Adaption and Implementation Consultant will be responsible for the design and adaptation of MHPSS interventions for conflict-affected people and communities utilizing current guidelines and manuals. The consultant is expected to provide, but not limited to, the following key deliverables:

  1. Provide a detailed work plan outlining the timeline of delivery of the MHPSS intervention resources package, the training materials, and the training guide in consultation with HIAS’ Focal persons
  2.  Develop and designed MHPSS intervention resources package for frontline workers by adapting a selected scalable MHPSS approach (such as PFA, Doing what matters in a time of stress, and Self Help Plus+). The adaptation of these resource package should consider the diverse communities and groups of people who are being impacted by the conflict and the varying degrees of intensity of MHPSS intervention to offer timely support and high-quality PSS care.
  3. Organize a consultation session with the key point of contact to identify training gaps and gather feedback on the MHPSS resources package development process
  4. Facilitate remote MHPSS training using modified MHPSS materials, and prepare final training report with pre- and post-tests

5. Provide an organized, brief, and applicable MHPSS resources package, report and relevant documents produced

Qualifications and Requirements:

  • Degree in psychology, sociology, social work, anthropology, public mental health, and social care services in humanitarian and active conflict settings.
  • A minimum of 4 years of relevant MHPSS experience in humanitarian settings, preferably working with refugees and/or forcibly displaced populations, is required. Understanding or experience working in the Ukraine context and nearby countries is a plus.
  • A proven track record of success in designing, implementing, and evaluating MHPSS interventions within the context of a crisis or conflict.
  • An in-depth understanding of the key MHPSS interventions used in emergency contexts, such as WHO scalable mental health interventions, Psychological First Aid, and other scalable approaches
  • Extensive experience designing and adapting existing MHPSS intervention guidelines and tools, as well as delivering MHPSS, staff care, and support training and supervision
  • Demonstrated awareness, sensitivity, and the ability to accommodate to differences in age, gender, religion, race, and ethnicity as well as culture.
  • Experience in providing training, supervision or working remotely via various platforms (zoom, team and others)
  • Excellent interpersonal, communication, facilitation, and presentation skills.
