Finance Officer (Nationals Only)

Department: HIAS Ukraine
Location: Kyiv, Ukraine

The finance officer will provide accounting and financial services necessary for the continued operations of the organization and takes care of all the important accounting functions of the organization ensuring that transactions are correctly captured in the most efficient manner and that day-to-day accounting is effectively and efficiently carried out to support the various programs.

This position is for Ukrainian nationals only.


  • Check invoices by verifying arithmetic accuracy and ensuring that appropriate procurement authorization and supporting documentation are attached before payment processing.
  • Check all payment requests for travel related expenses and advances to staff, ensuring that payments are supported by the relevant documentation.
  • Enter transactions into the financial accounting software as advised by Finance and Administration Manager.
  • Support and guide non-finance staff in finance procedures and facilitate team training.
  • Make sure that financial internal controls are in place and adhered to for the banking and cash system.
  • Review award BVAs on monthly basis and provide guidance and support to program staff to help them maintain pipelines and spending plans.
  • Assist in the preparation and coordination of project and institutional audit of books of accounts by internal and external auditors.
  • Manages bank accounts, prepares monthly bank reconciliations as per the set the deadlines.
  • In collaboration with the Finance and Administration Manager, provide support to the team in preparation of proposal budgets.
  • Perform any other similar tasks that may be reasonable as assigned by the line manager.
  • Assists on special projects as assigned.


  • Undergraduate degree in Accounting or Finance required; graduate degree preferred.
  • Working experience of at least 3 years in similar positions, preferably within NGOs in an accounting or finance position with accounting and budgeting responsibilities.
  • Excellent communication, pro activity, organization and interpersonal skills; ability to perform multiple activities in a fast-paced environment.
  • Highly reliable and flexible, with the ability to adapt quickly to various environments and situations.
