Relocation Officer, HIAS Romania

From the very outset of the Russian invasion into Ukraine, HIAS Europe has partnered with local organizations to assist Ukrainian refugees. This position will support Ukrainians and others who have fled Ukraine who are currently residing in Romania and are in need of relocation. The Relocation Officer will conduct outreach to the community in Romania to identify individuals in need of relocation to the United States and within Europe and work closely with HIAS Europe and HIAS US to facilitate relocation. The incumbent will report to the Director HIAS Moldova and Romania and will work in close coordination with HIAS Europe Relocation Programme Manager in Brussels and the HIAS U.S. Programs Manager.


  • Provide Ukrainian refugees in Romania with information counselling about different destination countries and host opportunities
  • Meet with Ukrainian refugees relocating to the U.S. to match them to a sponsor, in collaboration with and support from HIAS US
  • Liaise with HIAS US Program Manager regarding cases relocating to the U.S.
  • Collect refugee data, in accordance with HIAS’ privacy standards, for HIAS’ database to relocate Ukrainian refugees to the U.S.; ensure refugees understand the relocation process to the U.S. including an understanding of the Uniting for Ukraine (U4U) program
  • Coordinate relocation efforts with host communities, organizations, and families in Europe. 
  • Administer transportation funds from Romania to the US and other locations where relevant
  • Support consular processes for resettlement, as appropriate
  • Collect and maintain data on incoming and outgoing refugees
  • Coordinate with UNHCR in Romania and other local stakeholders, including Jewish community organizations
  • Participate in regional HIAS networking/training programs
  • Ensure the standardization of relocation process across Europe


  • Experience coordinating complex logistical processes
  • Flexibility to adapt responsibilities with changes in the crisis and needs of the communities
  • Experience working in Emergency Response settings useful
  • Excellent English language skills, Russian/Ukrainian preferred
  • Computer skills and ability to learn new technological systems required
  • Availability to work within Romania and ideally travel to other countries within Europe
  • Ability to work well with others and rapidly adapt to new countries/contexts
  • Flexibility to work in challenging environments and with high workloads, potentially with limited mobility
  • Strong knowledge of safeguarding principles. 
  • Must possess the right to work in Romania
