Finance Officer

POSITION SUMMARY:

HIAS seeks a Finance Officer to support the day-to-day financial activities of HIAS country offices. They will work closely with country office staff to prepare timely and reliable financial reports (e.g. monthly, quarterly and annual), and they will facilitate the timely disbursement of funds, including all payments made in USD, and monitor project expenditure. The Finance Officer will maintain accurate database/records on all financial transactions and disbursements, and ensure these are properly coded, accurate and up-to-date. They will also complete the financial process by performing corresponding financial analysis, follow-up and reporting to support the operation with timely, certain and accurate financial information. The Finance Officer will serve as the liaison between country office Finance staff and the headquarters Finance team.

Please note that Spanish fluency is required for this role. 

ESSENTIAL FUNCTIONS:

  • Reviews general ledger transactions received from field offices and works with field office accounting staff on the corrections of any procedures.
  • Oversees month-end-closing process for assigned portfolio.
  • Reviews Country Office Monthly Finance Report to ensure compliance.
  • Processes payments, files invoices and maintains up-to-date accounting and finance records, including follow-up with vendors and consultants as needed.
  • Facilitates the approval process for local purchase orders and performs the expenditure process following internal procedures and rules.
  • Prepares cash flow forecasting and monthly cash request.
  • Operates banking transactions, including preparing bank transfer requests, submitting them to the bank, monitoring transfers, making monthly bank reconciliation statements and reporting.
  • Maintains all balance sheet reconciliations monthly and ensures accurate, timely monthly close in all general ledger transactions.
  • Ensures timely recognition of all revenues and indirect cost calculation.
  • Maintains Fixed Assets Register and monthly reconciliations.
  • Maintains all necessary journal entries and uploads in Great Plains to ensure compliance.
  • Reconciles all intercompany transactions between headquarters and international entities.
  • Oversees data entry, ensuring all record keeping and information is entered into the accounting system correctly.
  • Communicates regularly with country office Finance staff on issues related to budgeting, expenditure, invoicing, coding and cash flow.

QUALIFICATIONS & REQUIREMENTS:

  • Undergraduate degree in Accounting or Finance required, graduate degree a plus.
  • 3-5 years of work experience in an accounting or finance position with accounting and budgeting responsibilities, and at least 3 years in an INGO or related field.
  • English and Spanish fluency required.
  • CPA/Chartered Accountant certification preferred.
  • Knowledge of USAID/USG funding rules and regulations, financial reporting and disclosure requirements.
  • Knowledge and expertise in Microsoft Dynamics Great Plains Accounting preferred.
  • Excellent communication, organization and interpersonal skills; ability to perform multiple projects in a fast-paced environment.
  • Highly reliable and flexible, with the ability to adapt quickly to various environments and situations.
