POSITION SUMMARY:

HIAS Israel seeks a Project Management Officer (PMO) to support programs and operational needs in the HIAS' Israel Emergency response. The program management officer will play a key role in supporting emergency programs and strategic partnerships with Israeli organizations. The PMO is responsible for logistics and operations as well as overseeing project cycle management, performing monitoring, evaluation and reporting, relationship development with stakeholders for program, project implementation, cross-divisional collaboration, and advocacy. This position includes periodic site visits, field distributions, and need assessments. The PMO maintains tracking mechanisms and performs internal and external data management alongside local partners to ensure compliance with HIAS’ policies. The PMO works closely with other International Programs staff, including technical teams such as Monitoring, Evaluation, Accountability, and Learning (MEAL), Cash, MHPSS, Protection, and Resource Development to ensure excellence with field tools and processes for the Emergency Response and its partners. The successful candidate has a demonstrated ability to coordinate between diverse teams for operational purposes, assess and communicate field needs to relevant stakeholders, as well as a keen understanding of challenges and opportunities in emergency settings.

ESSENTIAL FUNCTIONS:

  • Oversees progress of emergency response projects and activities toward key objectives and deliverables through regular communication with key country office and HQ staff.

  • Supports the Emergency Response in Israel to identify gaps in programs and operational challenges with field and HQ colleagues.

  • Represents HIAS at external partnership, coordination, and monitoring meetings related to emergency response, as needed.

  • Assists managing partnership vetting, legal agreements, capacity building, and compliance.

  • Ensures compliance with relevant regulations and HIAS and donor requirements for all programs and documentation of violations to be actioned and resolved.

  • Administers operational and logistic details for projects.

  • Conducts regular assessments and evaluates the overall performance of emergency response operations in Israel.

  • Drafts reports and otherwise shares insights and experiences from field staff and leadership across the International Programs (IP) department, the wider organization, and to external audiences in the context of emergency response.

  • Collaborates with the Institutional Development team, technical teams, and other field-based colleagues to support proposal and budget development for emergency response funding opportunities focused on activities in Israel.

  • Reviews and contributes to monthly and quarterly emergency response program reports and other documents in Hebrew and English for funders, HIAS staff, and the Board of Directors on HIAS' emergency response operations in Israel.

  • Performs other duties as assigned.

QUALIFICATIONS & REQUIREMENTS:

  • Excellent communication skills, with outstanding writing, editing, and proofreading skills in English.

  • Fluency in English and Hebrew is required. Additional languages are a plus.?

  • Strong organizational skills with attention to detail.

  • Proficiency with data analysis software and tools. Microsoft Office (Excel, Power BI) a plus.

  • Analytical thinker with presentation and relationship-building skills across cultures.

  • Ability to take initiative, work both in a team and independently, prioritize competing tasks and meet deadlines in a fast-paced environment.?

  • Experience designing and implementing MEAL systems in humanitarian or development settings.

  • Familiarity with cash-based interventions and partnership-based project models is an advantage.
