Asset Valuation and Disposal short-term contract

Department: HIAS Kenya
Location(s): On-Site - Nairobi, Kenya

POSITION SUMMARY:

HIAS Kenya wishes to engage a qualified individual/firm to provide an independent and defensible valuation of identified assets and to support the organization in executing a policy-compliant disposal process that ensures value-for-money, transparency, and proper documentation for audit.

OBJECTIVES OF THE ENGAGEMENT

  • Verify and assess assets identified for valuation/disposal (existence, condition, usability, completeness).
  • Determine fair market value (and where relevant, forced sale and/or scrap value) for each asset.
  • Recommend disposal method(s) aligned with organizational policy and applicable regulations.
  • Produce a complete disposal dossier including valuation evidence, asset condition reports, recommended reserve prices, and disposal approvals for support documents.
  • Support implementation and closure, including handover of updated asset register information and disposal outcomes summary.

  • Implementation support: disposal, documentation, tagging, and reconciliation.
  • Closure & Handover of final reports

DELIVERABLES / OUTPUTS

  1. Inception Report & Workplan (within five [5] working days of engagement).
  2. Asset Verification & Condition Assessment Report (including discrepancies list).
  3. Valuation Report detailing methodology, assumptions, evidence, and values per asset
  4. Disposal Recommendation Matrix.
  5. Disposal Dossier / Audit Pack, including:
    • Photos and identification evidence
    • Market comparables/quotes
    • Recommended reserve prices
  6. Final Completion Report summarizing outcomes, lessons learned, and recommendations for asset management improvements.
  7. Updated Asset Register showing status changes (e.g., held for disposal/disposed, date, method, proceeds, recipient, etc.).

QUALIFICATIONS, COMPETENCIES, AND REQUIREMENTS:

  1. Bachelor's degree in finance, Accounting, Asset Management, Procurement, or related field.
  2. Professional qualification as a Registered valuer, and asset management certification is desirable.
  3. Experience in asset valuation, asset verification, and/or disposal advisory for institutions (NGOs or donor-funded projects).
  4. Demonstrated ability to value mixed-asset portfolios (ICT, furniture, fleet, equipment).
  5. Strong analytical reporting skills and ability to produce audit-ready documentation.
  6. The applicant is requested to apply for this assignment by submitting a concise proposal that includes:
    • Technical proposal:
    • Methodology: A detailed methodology to be used to carry out the assignment and roles of each member of the consultancy team
    • Detailed work plan
    • CVs of the consultant and team to carry out the assignment.
    • Copy of applicant/company registration certificate and KRA PIN
    • At least 2 references and a sample of similar work (redacted if needed)
    • Financial proposal: Detailed financial proposal (charges) in line with the work plan and deliverables
